The purpose of the VA Office of Small & Disadvantaged Business Utilization, Vets First procurement program is to enable federal contracting officers and procuring agencies to set acquisitions aside for exclusive competition among SDVOSB entities. If certain conditions are met, SDVOSB entities are also eligible for sole source awards. The Veterans Benefits, Health Care and Information Technology Act of 2006 (Public Law 109-461) authorized this unique “Veterans First” approach specific to VA contracting, placing SDVOSBs and VOSBs first and second, respectively, in satisfying the acquisition requirements of the VA.
